Models of Decentralized Public Sector Management - QUO VADIS Bulgaria?


ABSTRACT

Decentralized management of economic processes in the public sector, based on the subsidiarity principle, provides conditions for effective usage of limited public resources. The practical implementation of such public management requires a reasoned answer to a number of questions of specific character. In this paper the problem fields are brought to: 

 1/ Distribution and range of authority between the vertical levels of public management; 

 2/ Administrative structure of the country, number and size of regions; 

 3/ Representation of local authority in the organs of central government.

The interpretation of the three outlined problem fields makes it possible to distinguish the principles, characterizing three models of decentralized public management - Economic Federalism, Cooperative Federalism and Democratic Federalism. The main formulations of the shown models are analyzed in this paper and recommendations are given for optimizing public resources management in the Republic of Bulgaria.
